10月31日，根据《中华人民共和国种子法》、《农作物种子生产经营许可证管理办法》、《农业转基因生物安全管理条例》和《关于设立外商投资农作物种子企业审批和登记管理的规定》等有关规定，农业部批准发放山东省种子总公司《转基因农作物种子生产许可证》和同意变更《农作物种子经营许可证》，经营范围增加转基因棉花品种鲁棉研15号、鲁RH-1种子。
